Mix the flour, sugar, cocoa, baking soda and salt with a fork in an ungreased square pan, 8x8x2 inches. Stir in the remaining ingredients, except the chocolate chips and powdered sugar. Make sure it is all well blended. Sprinkle the chocolate chips over the batter.
Bake for 35-40 minutes or until a toothpick inserted in the center comes out clean. Cool in the pan on a wire rack. Sprinkle with powdered sugar over the top of the cake if desired.
